Elemental jutsu first aid?

Lightning is stronger against earth, while it is weaker against wind.

What is exactly the way this functions in pvp? How does it really work if someone tosses some Lightning technique against an earth technique, would the earth technique be an auto-fail, whatever the dice roll made by the player in question is, or would the earth technique receive some kind of penalty for being used against lightning (if defensive) or the lightning technique receiving a bonus to the dice check roll if offensive?

A bit of clarification on this would be great. Perhaps working out a system for element vs element also would be adequate, for future reference?
